Deputy Manager: Finance (Income and Budget) Ref: SEKFET2014/10 Central Office R270 804 – R327, 998 per annum Salary Level 09 Permanent

Requirements: REQV 13 or equivalent qualification majoring in Accounting / Financial Management. Five years relevant working experience in Financial Management field of which one year must be on a supervisory level. Knowledge of Pastel or other relevant Accounting systems and IFRS, SA GAAP or GRAP. Must be computer literate and have a valid driver’s license.

Key performance areas:

Review accounting activities, develop and maintain internal controls and ensure adherence to prescripts and legislation. Prepare accurate monthly and yearly management reports. Prepare and update quarterly and yearly budgets and forecasts. Ensure that asset register and inventory records are maintained and up-to-date. Ensure effective debtor management. Ensure that all income is collected from various stakeholders. Manage and supervise staff in the Unit. Assist in preparation of audit and handle audit queries. Conduct performance appraisals with Unit staff and arrange and monitor individual development.

Deputy Manager: Human Resources x 1 Ref: SEKFET 2014/11 Central Office R270 804 – R327, 998 per annum Salary Level 9 Permanent

Requirements: REQV 13 or equivalent qualification in Human Resources Field. Five years relevant working experience in Human Resources field of which one year must be on a supervisory level. Knowledge of the HR policies and procedures, legislations and Regulations. Must be computer literate and have a valid driver’s license.

Key Performance Areas:

Develop all relevant HR Policies and procedures required for sound functioning of the College. Develop annual budget for the HR unit. Ensure the maintenance and updating of staff establishment record on VIP and Persal system. Provision of information for monthly payroll of the College.  Ensure that staff recruitment, appointments, resignations and transfers are done in compliance with the College policy and procedures. Handle all disputes and disciplinary procedures.  Ensure compliance with all the provisions of the occupational health and Safety Act.  Ensure provisioning of staff wellness Programmes.  Implement College Performance Management systems. Compile reports for the College Council HR Committee and Management. Conduct performance appraisals with Unit staff and arrange and monitor individual development.

Deputy Manager: Information Technology & Technical Services x 1 Ref: SEKFET 2014/12: Central Office R270 804 – R327, 998 per annum Salary Level 9 Permanent

Requirements: REQV 13 qualification in Information Technology or equivalent qualification. Five years relevant working experience in the IT industry or in an IT role. Knowledge of different types of information Management Systems. Must have a valid driver’s license and Advanced computer skills.

Key Performance Areas:

Formulate information management policies and procedures. Administer and monitor IT security and electronic access. Establish systems to safeguard hardware and data. Perform system backups. Maintain the WAN and LAN networks. Provide specifications to the SCM Unit for the purchase of software and hardware. Manage the provision of IT training. Monitor the provision of software application support by Network Controllers. Manage the schedule of computer repairs and maintenance, and installations. Unit Management: formulate job profiles for all posts within the Unit. Conduct meetings with internal staff and plan and assign work within the Unit. Manage the Unit’s budget and cash flow. Compile the annual operational plan. Conduct performance appraisals with Unit staff and arrange and monitor individual development.

Education Management Information System Officer x 1 Ref: SEKFET 2014/13: Central Office R250, 029 – R625, 059 per annum Post Level 2 Permanent

Requirements: REQV13 or equivalent qualification in Information Technology (Majoring in systems and development). Three years relevant working experience in Business Information Management systems. Must have a valid driver’s license and advanced computer skills.

Key Performance Areas:

Accurate and timely execution of all MIS processes. Coordinate information of the college. Design/implement procedures to support operations changes. Prepare monthly statistical reports. Ensure proper systems/procedures and controls are in place and correctly implemented by employees. Identify and recommend improvements to established procedures, forms and workflows. Monitor the reconciliation and research of discrepancies in MIS project data; act as MIS consultant to Managers in other sections.

Senior Labour Relations Officer x 1 Ref: SEKFET 2014/14: Central Office R227, 802 – R268, 338 per annum Salary Level 8 Permanent

Requirements: REQV13 or equivalent qualification in Labour Relations or Labour Law. Four years relevant working experience in labour relations environment. Knowledge of Public service regulations and broad legislation. Must have a valid driver’s license.

Key Performance Areas:

Promote sound labour relations and coordinate the code of conduct. Represent management on labour relation issues. Facilitate and resolve grievances and disciplinary measures. Conduct investigations and provide recommendations. Represent the College during disciplinary hearings, grievance meetings and disputes. Assist Managers to correct unacceptable behaviour. Liaise with Unions on matters of mutual interest between the College and employees.

Senior Lecturer: NCV Electrical Engineering x 1 Ref: SEKFET2014/15 CN Phatudi Campus R250, 029 – R625, 059 per annum Post Level 2 Permanent

Requirements: REQV13 or relevant qualification in Education or Electrical Engineering with trade test. Three years lecturing experience at an FET College. Assessor and Moderator certificates. Must be registered with SACE and must have computer skills.

Key Performance Areas:

Monitor all lecturers under his/her supervision. Compile test and exam time tables. Moderate POEs and POAs. Lecture and monitor all class activities. Ensure that workshops are equipped and practical work is done and completed on time. Conduct class visits.

Infrastructure & Facility Management Officer x 1 Ref: SEKFET 2014/16 Central Office R183, 438 – R216, 084 per annum Salary Level 7 Permanent

Requirements: A recognised three year qualification in facility management, logistics or relevant field. Three years relevant working experience in Infrastructure or facility management. Must have a valid driver’s license.

Key performance areas:

Coordinate and administer infrastructure development projects and maintenance. Facilitate proper maintenance and renovations of all College facilities and infrastructure. Ensures valuation of College property in terms of the relevant legislative framework. Ensures College adherence to safety standards and regulations in accordance with OHSACT. Liaise with all contractors and visitors with regards to SHE aspects Audit campuses infrastructure and projects SHE Systems. Identify potential hazards and major incidents at the workplace. Control and eliminate SHE hazards.

Requirements: A recognised three year qualification in Office Administration/Secretarial/financial management or an equivalent qualification. Two years relevant working experience. Good interpersonal relations skills, communication skills both written and oral. Experience in finance will serve as an added advantage.

Key performance areas:

Collect College fees and any other fees due to the College, receipt and update student records on COLTECH, Prepare and capture refunds on COLTECH, Reconcile petty cash and bank accounts, Ensures that hostel accounts are invoiced and updated regularly, Update campus commitment registers, Prepare daily banking schedule in accordance with funds receipted and money banked, Prepare banking as prescribed in the policy, credit student accounts according with funds from bursaries and other donors, print students accounts and issue to student parents and/or guardians, daily filing and record keeping and any other duties assigned.

Key performance areas:

Capture invoices, payments and receipts on accounting system and verify supporting documents. Perform petty cash and bank reconciliation. Compile and update commitment registers. Monthly submission of financial reports to Deputy Manager: finance – Expenditure. Perform filing duties and record keeping and any other duties assigned.

Requirements: A recognised three year qualification in Supply chain management/Business management/Logistics. At least two years relevant experience working in SCM.

Key performance areas:

Record and submit requisition for moveable assets and consumables at the Central Office: SCM. Receive and check deliveries of requested goods against approved quotations. Manage and update stock register on movable assets and consumables.

Driver/Messenger x 1 Ref: SEKFET 2014/21 CS Barlow Campus Salary R103, 494 – R121, 911 per annum Level 4 Permanent

Requirements: Matric/Grade 12 Certificate. Drivers license (Code E –EC) with PDP (Professional Driving Permit). Two years working experience as driver or Messenger. Good read breading and interpretation of road maps and navigators. Good communication skills and interpersonal skills.

Key performance areas:

Drives college vehicles for college authorised trips. Ensure that vehicles are roadworthy and in good condition at all times, move items from one location to another as per instruction, operate , clean the vehicles and park them the secured garages.
